Roshan Perera is a seasoned techno-commerce professional with over 24 years of leadership experience across technology management, digital transformation, and enterprise IT strategy. With a strong foundation in both business and engineering, Roshan brings a rare blend of technical depth and strategic insight, having successfully led complex ICT initiatives in both public and private sectors, including multi-country operations.

Formerly the Head of IT for the United Nations Office for Project Services (UNOPS), Roshan managed critical ICT infrastructure and systems integration across Sri Lanka, Maldives, Nepal, Bhutan, Pakistan, and Afghanistan. His responsibilities spanned regional network security, digital platforms, disaster recovery, and secure communication frameworks for high-impact environments.

Roshan’s expertise encompasses ICT infrastructure management, network and systems architecture, software product design, satellite communications, and emerging technologies including AI, ML, IoT, and decentralized finance systems. He has played a key role in designing resilient, scalable, and secure IT ecosystems tailored to diverse operational environments.

He holds a BSc in Computer Science & Engineering from the University of Moratuwa, along with certifications in CCNA, CCNP, and Certified Ethical Hacking (CEH). He is also qualified in CIMA Stage II, reflecting his broader understanding of financial systems and strategic business alignment.
